Paul Wingard is a graduate Engineer holding an Associate’s in Science Degree and a Bachelors Degree in Civil Engineering from the State University of New York at Buffalo. He was born in North Carolina and attended elementary school in central Pennsylvania and high and college in western New York. He is a licensed Professional Engineer in four (4) states including Florida. Also, he is certified in Florida as a General Contractor and Underground Contractor and is a LEED Accredited Professional. With thirty-five (35) years of experience in the engineering and construction field, he has been involved in various construction projects including subways, single and multiple story buildings, bridges, highways, and hard rock tunnels. He was the project manager for the County on the Midpoint Bridge and Corridor Projects And the Sanibel Bridge and Toll Plaza Project. Currently he is the Deputy Director for Lee County DOT, responsible for all the filed operations including Operations, Tolls and Traffic.
