Jim joined the Mid-Bay Bridge Authority in 1991 during the construction
of the $43 million Choctawhatchee Mid-Bay Bridge Project as the Authority’s
first Executive Director. He served as the on-site owner’s representative
for the construction of the bridge. Upon completion of construction he
has continued as the Executive Director administering the operation of
the toll facility and overseeing capital improvement projects.
Prior to joining the Mid-Bay Bridge Authority Jim worked 22 years for the
Kiewit construction companies, managing heavy construction projects throughout
the United States, Puerto Rico and Canada. He also served 2 ½ years in the
US Navy Seabees completing two tours on construction projects in South Vietnam.
In addition to his duties for the Bridge Authority Jim serves on the Dispute
Review Board for FDOT construction projects throughout the State. He is a
graduate of the University of Arkansas with as B.S. and M.S. in Civil Engineering
