Dr. Ely is the first Executive Director and Chief Executive Officer
of Florida’s Turnpike Enterprise, a major part of the Florida Department
of Transportation. He was initially appointed Director of Florida’s
Turnpike System in 1989 after having served as the Department’s Inspector
General. Dr. Ely serves on the Board of Directors for the International Bridge,
Tunnel and Turnpike Association, the Board of the Transportation and Expressway
Authority Members of Florida and the Executive Board of the Florida Department
of Transportation. He holds a B.S. degree in Business, an M.B.A., a Masters in
Education and a Doctorate in Public Administration.The Enterprise is responsible
for the statewide 449-mile Turnpike System, which is the largest user-financed
transportation system in the State, and the fourth largest in the nation. In 2002,
at the recommendation of Governor Jeb Bush, the Florida Legislature transformed the
Turnpike into Florida’s Turnpike Enterprise, with a directive to operate the Turnpike
System like a business from within the Florida Department of Transportation, by using
private sector methods while pursuing public sector motives. The Enterprise is also
responsible for the toll collection operations on the 600 miles of toll roads and
bridges owned by or under contract to the Florida Department of Transportation.
With over 1.5 million customers a day, the Enterprise mission is to help meet the
transportation needs of the State, serve its customers and protect the interests
of its bondholders. Florida’s Turnpike Enterprise was the 2003 recipient of the
President’s Award for Innovation and Excellence from the International Bridge,
Tunnel and Turnpike Association, the worldwide organization’s highest award.
